I'm using super-user account, also created test-user with moderator role. Only menu_access is enabled since I don't need more sophisticated control. The goal - prevent test-user to editing Navigation menu.
Every menu block is replaced with Menu Access equivalent. Only moderator role has permissions to: access menus, administer menu settings, create menu content, delete menu content, edit menu content.
Menu Access Settings:
Enable per menu access control settings: TRUE
Default access control settings: DISPLAY enabled for all roles, EDIT and DELETE disabled for all roles
Navigation menu settings:
same as "Default access control settings"
Primary menu settings:
everything enabled for all
When moderator has permission to administer menu in menu module every menu is editable, when not - nothing shown, moderator don't have access to edit any menu.

altavis commentedahhh, I think I've found the answer.
These modules needs to be used together, right? Menu Access provides access control for whole menu as a block, and if I want to restrict access to /admin/build/menu-customize/navigation I need also use a menu_item_access to restrict access to Navigation in Navigation menu.
Would You - emptyvoid consider a simple module just to select which menu is editable for selected rank? Or maybe something just to disable navigation for editing?
