I can't see email address field (required) to post anonymously comment.

In my new website I can't see the email field is required to post comments anonymously. I change the theme and seek in the administration page and I can turn on these feature.

In my old website (from 5.x upgrade to 6.x), yes it is, also I see the homepage field.
