I'm using the panels module to create my custom node-view. When I add content, I can choose the comtags-form but it does not appear in my node.

My guess is that it should start with community tags. I'm not familiar with this module, so I don't even know very clearly what this feature should do, but it's entirely possible that for this to work satisfactorily, community tags would need to provide some Panels (actually, CTools) support so that the form can associate properly with the node from context.

Is it possible to provide a comtags-panel?

You should be able to set community tags display to block and add that as a panel to the page. Inline probably won't work.

I'm currently facing the same issue, how would one go about to do this? I see the community tags in my blocks page. I can add a Community tagging form as content under Miscellaneous to my panel page. But when I do, the block remains invisible when I try to view my page.

For future reference: Edit your content type you will find a tab called Community tags settings in the list of tags with Submission form settings, Publishing options, Display settings, etc. You can change it here to Block.
