each vote is counting as a positive or negative 2 votes. How can I have 1 vote count as 1 vote?

here is a little more on this issue:
The initial vote works correctly but when they change their vote it counts as two votes, even thought it's set to not allow reset.
If user setting in UD is set to allow user to reset their vote, vote works correctly.
If user setting in UD is set to not allow user to reset their vote, it still allows them to vote again and the vote counts as two votes.
