Hi,
I edited fields.action to respect permissions in content_permissions to limit access to certain fields by role. Also checking for 'Use PHP input for field settings (dangerous - grant with care)' permission before displaying PHP edit boxes.
Supplied patch works against VBO 6.x-1.8

Nice patch, thanks! I committed it to 6.x-1.x-dev where the fields action has been greatly overhauled.
