Logged-in user has no permissions to edit blocks or menus, and yet when hovering over a block or menu, the "configure" link shows up. The "with-block-editing" class is added to the block.

Can't be sure if this happens for someone who has never been logged in as an admin, but if I log out of the admin account and log in as user with only 'create blog entry' (and a few other non-admin) permissions, block config links show up, and block edit page loads successfully when clicked. Could it be a session problem, rather than theme problem????

Will provide more information if needed.

This really feels like a caching issue. Is it still happening? I can't reproduce it on my dev site. More information on reproducing it would be helpful.

Have you tried the most recent dev version of the module?
