Theme'er wanted free for a "community government" project. Personal Project -- not for profit

I'm looking for someone to develop a stylish theme for our community government project. This is a personal project and not for profit.

I'm developing a community site to help people become familiar with online collaboration and eventually have members run for political positions and hopefully push community governance more.

Thank you for reading. I know at this time everyone needs money but currently I'm financing this myself and have not a lot of free cash. Very willing to add credits etc and discuss other ways we can work something out.

Its being developed online... which i know is not ideal but currently my work has me in China and my collaborators had a problem connecting to my local site.

Its a work in progress basically content is being worked on now.
