The "Recommendations" block on project pages stopped working on November 3rd. This appears to be due to the fact that it pulls the data from an alternate version of drupal.org that was compromised that day.

I'm going to find out what happened in IRC soon. I'm working on a new algorithm that takes user input (from GA clickthrough rate) to improve the recommendation results.

I'm thinking it's time to migrate pivots indexer to ApacheSolr as noted in #511514: enable "related discussions" block on d.o.. I'm working on it now, and the code should be ready around thanksgiving.
