I have unzipped panels 3 files and added all files to modules/panels folder, enabled panels and everything is fine but it tells me I need Ctools. I unzipped all ctools files and moved them into the modules/ctools folder that I have created and once these files are moved into the folder I can no longer access my site at all-all pages load blank/white. Have to remove the ctools folder in order to open any web pages again. I have tried deleting all ctools files and downloaded again incase I didnt get all files or something, but still getting same results. Have same issue when trying to load Views tool as well. I am running drupal 6, trying to install panels 3 and ctools 6x-1.2

Your issue is likely the result of memory exhaustion and you should check the memory limits on you server and increase as needed. provided the host allows you to override their defaults. If they don't? find another host that does.
