Any clue?
I was on Panel 3, then i got this error, recently upgrade to Panel 6.x-3.x - dev (13, november, 19:46) and got the same error

I give up
cant customize users pages

Now Im using
Panels 6.x-3.x-dev
Ctools 6.x-1.x-dev

but also trying using the recommended versions and fail
