When adding a new Flat rate shipping method, at admin/store/settings/quotes/methods/flatrate/add it would be useful if the "Default product shipping rate:" include the extra line of help text: "The additional price per item".

It would also be better if the help text "The starting price for shipping costs." became "The flat-rate base price for shipping the order"

In the Drupal modules page, in "Ubercart - fulfillment", the Flatrate module would be better described as:

Assign a flat rate shipping cost to an order, plus an optional cost per product.
