I am trying to get the submit button and the description display in a fieldset.
Been trying to wind a solution, googled foe hours now.
Can someone point me in the right direction please?

You can do this by theming your forms as described in THEMING.txt. The #374678: New image_button component plus patch to support it feature request might also be of help. Support for how to theme or write custom code is not provided in the Webform issue queue.
