Just having a look around tonight.
one thought, for what's it worth..
One word sort of hit me in this string:
The blog module allows all users with appropriate permissions to create content
onin their personal blog.#2
btw, I know about the struggle with what to keep.. It's a tough one to get through.

hmm. that is an interesting/debatable one. as a disclaimer, maybe there are regional differences in how people talk about blogging, but in my experience, people say things like:
- "i've got to put a new post up on my blog tonight."
- "someone asked me to write about this on my blog."
it's definitely on that is used, and not in. but i'll certainly take more votes on this!

I would put the sections about the blogs block and about single-user blogs into the Uses section and leave "About" to be just the general overview. As it is now, it makes it look like the multi-user blog is the only use for the module. So maybe have Uses headers:
Single-user blogs
Site-wide blog
Navigation
Blocks
I agree with arianek: either "on" or "in" is fine.

The standard for capitalization is not being followed. See http://drupal.org/node/632280 -- should start with "The foo module" not "The Foo module" according to standard.

Wow, great job making this silly module actually make sense! :)
I made two minor tweaks:
"By default, the blog entries are.."
there were two spaces before the B. Reduced to one.
"...may be enabled at the
<a href=""@blocks"">blocks administration page</a>"Two sets of "s. Reduced to one.
