Staging2-7.drupal.org admin user list shows no users, staging 1 does

I checked a clean db load and find that this is the case without any changes on our part.

So this is the same on d.o. as well.

If you want to follow this up we should probably change this to another component.

greggles says I'm wrong and d.o is *not* like this, so something in the redesign code tree must be different. Reopening.

However, If I load the full database on the checked out version of svn code (either the production OR the redesign branch) I get this same behavior.

I suspect that code on Drupal.org is not the same as the code in SVN.

If someone can get me a tarball of what's on d.o I'll compare.
