Wordpress platform has an excellent plugin named Top Commentators. Purpose of it is to show users with max number of comments.
It`s the good idea to socialize users and activate them to post comments.

Is there any idea to get same block at Drupal ?

I`ve try to do it with Views2.

As I see relashionships with Access and Users need to be used, but can`t imaging how ?...

Need some help, please.

I'm not at my drupal machine at the moment, but pretty sure you just need to add fields of type comment to your view. Good luck!
