After adding a shortcut to node/add/product the following two things happen:

  1. The added shortcut doesn't display on the shortcut bar
  2. The Add Content shortcut disappears from the shortcut bar

Both shortcuts are still listed at admin/config/system/shortcut/shortcut-set-1, however.

Is this normal behaviour and the problem is that I don't understand how it's supposed to work?

Yup, this is definitely a bug :)

I think it's one of several bugs that are all related to the same fundamental cause, though, so I'm tentatively marking it a duplicate of #609122: shortcut_set_save() no longer deletes existing links when a new set of links is passed in. We can reopen later if that turns out not to be the case.
