the module is expecting that ' Shipping Quotes' module to be enabled. turn that on in admin/build/modules and your error will go away.
still is a bug though if you dont want to use shipping quotes, but do want to use delivery times. :)

Dependencies with shiiping quotes will be added on next release to avoid this issue.
