Hello, i've searched for connections between Drupal and Quality Management but found none. What we are planning to do is something like:
- An intranet based site for companies of any kind.
- It should enable the normal workers there to participate in QM related topics, like a normal user based content website.
- Managers like human resource and corporate managers and should have an extra, easy to use view on the whole site, kind of like an easy to use management cockpit which enables them to scan for user activity, review suggestions, give feedback to their employees etc.
- A third layer for us admins for all the technical stuff which doesn't concern the management but is vital for the site to work.

The big question here: Is it possible with drupal? Can you suggest any modules which i could use or expand upon for our needs?

I think you're going to need to clarify "Quality Management". When I think Quality I think corrective action reports and the sort of thing that Case Tracker or Project module can handle. Check out Open Atrium as a sort of all-in-one case tracker, groups, calendar, document manager.

Drupal's been used for extranet or intranet sites fine.

Right now, the only features I see you write about are:

User 1 write content (suggestions) which is apparently "QM related topics"
User 2 reviews content with comments
User 2 is able to see what content (suggestions) User 1 views

Drupal can handle these features fine with contributed modules (modr8 or og_node_approval).

Short answer: yes. Yes, you can do that with drupal.

What modules are concerned i would recommend you use drupal + cck + views. For learning how to use drupal and these modules I highly recommend the book "Using Drupal" by Angela Byron, Addison Berry, Nate Haug, Jeff Eaton, James Walker, and Jeff Robbins:
