VBO and the Flags module

Hello
Im using VBO and Flags to allow users to create lists of nodes which has been working perfectly. However Ive opened up this functionality to authenticated user who can add nodes to there list but not edit any content.
The problem is that although an authenticated user can add a node to there Flag list when using VBO it says this action has been skipped.
If I give authenticated users permission to edit nodes then they can add to there Flag lists with no problem but of course I dont want them to have this permission.
Ive read about the ACTION PERMISSIONS mod but I cant find anything that seems to help.
Any ideas greatly appreciated.
