Change vertical tabs options from opt-in to opt-out

What would make more sense for the module to do is to change the 'Vertical-tabify these fieldsets' into 'Exclude the following fieldsets from being vertical-tabified'. This avoids the mess that is an 'Include all fieldsets' that I just committed and helps solve the problem where if you always want every fieldset to be tabified, and you enable a new module, you have to go back into the content type settings...again and enable for that fieldset. Seem logical?
