I'm using the community tags module an want to insert it into my custom node-view. When I add content, I can choose the comtags-form but it does not appear in my node. Is this a panels or a community tags issue?

My guess is that it should start with community tags. I'm not familiar with this module, so I don't even know very clearly what this feature should do, but it's entirely possible that for this to work satisfactorily, community tags would need to provide some Panels (actually, CTools) support so that the form can associate properly with the node from context.
