Hello, I develop video provider (rutube.ru and video.mail.ru) for Embedded Media Field module. I ask Aaron Winborn (one of maintainers for Embedded Media Field) to add this providers, and he answer that in D7 new providers will stored outside the module, inside their own modules and now the better way contribute a Media: Rutube module...

Your module is for Drupal 6; in which way is your module influenced from the changes in the module for Drupal 7?

Yes now this module for D6.
In D7 planned move outside core all new providers from Embedded module.
Now for D6 there are core providers in Embedded module, and rutube provider not have to add to core. He give advice to create for this provider separate module, like: "Media: Brightcove", "Media: 8Tracks", and "Media: Hulu".

What reported by the OP is valid for the version of the Embedded module for Drupal 7, but the proposed module is for Drupal 6.
In this case, the OP should open a feature request for the existing module.
