For instance, if you want two email actions, you can add them but there is no way to tell them apart in the various drop downs to assign actions.

On the contrary. The dropdowns are built from the description you give the action when you are creating it.

Do admin - actions, select "Send Email..." and click "Add new action". See the Description field?
