Hide *.make files via .htaccess

Issue Summary

Now that #586926: Allow .make files in install profiles is done, and .make files are going to be the basis for packaged installation profiles, it'd probably be a good idea if core started shipping with a .htaccess that hides .make files by default, just like it hides CVS directories, etc.
