You should check to make sure you haven't given the anonymous user permission to make a state change in the workflow administration section. I just tested this and with the permissions properly set, on my system the anonymous user does not see the workflow tab.

well... it was my fault
I oversaw the "Workflow tab permissions"-fieldset.

we should consider to change the default-right to authenticated users, maybe
