Permissions

I am working with OG in an intranet format with private nodes. I though I had used permissions correctly, but all of a sudden my annonymous users are able to edit pages, panels, and forms, and registered users are able to edit all posts. I have attempted to use both node_by_role and content_access to limit these permissions with no luck. Further, the annonymous users that can edite pages, panels, and forms are not able to edit all pages, panel and forms (not a universal setting). I am unable to identify the difference in the editable and uneditable items other than the editable items were created later. My guess: I have managed to load two things that conflict with each other and prohibit the controls. Any ideas?
