Okay...this may seem like a silly question....but ......we had our drupal site created by a developer that I am not able to get it touch with so I did not do the install and set it up. It was turned over to me as an already live site. I am learning quickly through this wonderful site by reading all of the manuals and forums and watching video. I want to add a module "taxonews". I downloaded it and the instructions are to FTP upload it to the site/all/modules......I tried accessing this and I get a 403 error saying that I do not have access....can someone tell me if I am not understanding where to upload this or how I access this, and what is the easiest way to upload the module.....thank you very much!

If you were using an FTP program, you would not get a 403. This means you are not using an FTP program.

FTP your files to the desired modules folder in your Drupal installation

Note your FTP username is probably not the same as your Drupal login. This is an admin-only account, which you should have in your records from the web host or developer somewhere.
