Ubercart Shipping Module

Hi Guys,
I am needing a ubercart module that will calculate the shipping price for various regions depending upon the total weight of the products ordered. Here is what I need:

Module should have an interface to add different shipping providers.
For each provider, any number of zones can be added. (normally about 8 zones)
For each zones, there should be an option to add countries
For each zones, there should be an option to add price slabs like
3.00kg <= 5.00kg Rs./ Kg 490
5.00 <= 10.00 Rs. / Kg 396
10.00 <= 13.00 Rs. / Kg 314
13.00 <= 20.00 Rs. / Kg 285
20.00 <= 44.00 Rs. / Kg 225
44.00 <= 70.00 Rs. / Kg 235

Finally, when a customer checks out, depending upon the delivery country and the total weight of the product, the shipping price has to be calculated and added to the cart value.

I am not aware if there any module that does this work or similiar. If there is a similar module, the same can be forked to have this functionality. Only people who have experience with writing ubercart modules need to apply. Please respond with time and price needed.
