Define custom php commands and schedule it with super cron

Not sure how to close this issue properly, but when we are done it will be marked "by design" for lack of a better choice; we love the idea and will write a separate module called CronCode that will allow this functionality whether you use the default cron, SuperCron, MT Cron, Elysia Cron, Poormanscron, or any other cron replacement. Should be up next week.
