This patch provides the support for headers, footers and empty texts for views for each language installed in a site.

This patch depends of #510284: Header/footer/empty text and more areas pluggable and it will work probably only for views 3.

About this feature I think it would be great to have some API to add these options to any text area.

From my perspective this looks like i18nviews for me.

Additional this needs work because area's are now handlers.
