We need to find a better configuration category as it is currently under People and Permissions. Someone suggested "Messaging", which would be perfect, but that's not yet there.

Someone was sun if I remember correctly. Since there is no Messaging category yet, I'm creating one myself, atleast temporarly. Had some issues to get this showing up correctly....

Commited so that I can continue with other issues that are based on this. We can still revisit this at a later point if core adds a better category.
