Tagging of nodes on node view page?

I'd like for my end users (with proper permission) to be able to add tags to content, without having permission to edit the node. Is this possible? Module to do this?

Let me be more specific:
User A creates a node, adds the tags "announcement" and "swimming".
User B views the node and thinks the node should also be tagged "sports". They have some way to do this. e.g. a link to an "add tag" page, or a text field right on the node view page, with a submit button.
