I keep running into out of memory errors when I add a moderate amount of modules. Is there a way to track your memory usage as you build your Drupal site that way you can avoid these nasty out of memory surprises?

I'm not adding a bunch of oddball modules, but I do want most of the staples and I'm trying to figure out if this is feasible on a shared host like 1&1.

Can the memory usage limit be increased on shared hosting with a php.ini file?

Due to resource limits on our Shared Hosting machines, it is not possible to allocate more than 20M
of memory to PHP, although phpinfo() may report a higher number. You will be unable to increase
the memory usage limit with a php.ini file.

HostGator has a memory limit of 64mb and at that point they ask you go with a dedicated server. However a year or so ago it was 40mb and three or four years ago it was at 10mb or so. I'm not sure if 1&1 increases often but if it's a big issue you might want to switch to another host. I've never had memory limit errors on HostGator.

Oh my! That's not enough for running a typical Drupal 6.x site. Agreed, try a more Drupal-friendly host. There are plenty!
