Configuration options: template_external_list_url, external_link_list_url, external_image_list_url, and media_external_list_url. These can simply be text boxes in the configuration.

Please see #313497: Allow configuration of advanced editor settings. Any changes to the configuration GUI will happen together with that in Wysiwyg 3.x as new features go into the latest version first. Once done there, they might be backported to earlier versions.
