when asking about modules please post in the proper forum. Module development forum is for users who are building modules. Thanks.

first place to look for help about a specific module in in the readme.txt or install.txt of the module itself. Second place to look for already existing documentation is on the project page where there is usually a documentation link

Since you asked. You need a developers account with facebook it's explained in the readme file. You should also look up the gigya module as I think facebook connect is soon going to come to end of life.
