Seems ok in FF, Safari, haven't tested older IE yet. I work primarily in FF so didn't appreciate how broken it was until I checked and then made the natural inferences based on the text of the other issues. Have no idea what or where "Optimize CSS option" is but will look some more. Not of course on the admin pages for the theme.

The clinical tools site looks fine in ie 8, so must conclude different code.

The "Optimize CSS files" setting is found at Administer > Site configuration > Performance, down at the bottom of the page, if you haven't tried that yet.
