I currently have draggable views set up to be able to rearrange a user's bookmarks and it's working well. The only problem is any logged in user can edit any users bookmarks. For example, currently user 5 can edit user 10's bookmarks and vice versa. How can I make it so that each user can only rearrange their own bookmarks? Thanks.

You would have to use an access plugin that takes care of the views arguments. I can't help you with this. Please ask at the views issue queue.
