So we did a good job in #455576: Rework admin/user/settings where we basically moved e-mails to it's own vertical tabs element, but left the rest of the long settings in un-vertical-tabbed fieldsets. Let's do the rest huh? I hope this can be considered a UX issue.

Revised patch that removes the obsolute drupal_add_js() in the picture settings. We have our module-independent dependent JS code now.
