User 1 only gets the admin area by default.
admin/settings/jskitcomments
There is no permission control other than the following in user permissions
jskitcomments module
administer jskitcomments
view jskitcomments
I think the Administer selection is just for being able to administer comments, not the module administration. Is this by design?

rehos commentedThe "administer jskitcomments" permission is intended for giving permission to the Drupal JS-Kit Echo module administration page.
The JS-Kit Echo service does not provide an API to control the JS-Kit Echo service settings. Therefore the Drupal JS-Kit Echo module doesn't provide those features. The only place where you can administer the JS-Kit Echo service itself is at the JS-Kit Echo Administration page (http://js-kit.com/settings/).
