There is quite a backlog here:

and a lot of frustration about the depth of review needed for CVS approval.

I propose the process be altered so that the initial CVS application becomes much easier - and instead we have peer review for new project nodes before they can be created. That's where the real problems with duplicates and bad code occur in reality, and currently once a CVS application is approved there is no break on the ability of the user to submit more.

CVS access alone is usful for someoen to add to the API docs or become a co-maintainer
