Area below site name on home page is big and empty if there is not site mission

If a site has no mission statement, and no blocks in the page title section on the home page there is a big empty space on the home page pushing other content towards or below the fold.

This section should be variable in size, if not fully fluid than there should be multiple different background images used depending on whether or not there is a mission statement and "display mission statement" is enabled on the toggle display for the theme, or if there are blocks in the "page title" block region.
