I am looking for this feature as described in the .module file:

Is this feature being developed? If not, does anyone have any pointers on how I can achieve this?

This would be cool. I think this is a significant enough undertaking that it would be better handled in a separate module. This module adds the ability to attach unique images per an attribute. What you are describing takes a single image and applies a color to it.
