I am running Drupal (latest) on two sites and both have the same version of the Marinelli theme (Giordani) but one shows the top tabs and the other does not? Bu any chance does anyone have any idea what might be wrong?

In looking at your links, both displayed. It looks like those are your $primary_links, not your $tab and/or $tab2. I didn't see a problem though.
