Simple change really... just change the appropriate db_query placeholders from %d to %f I think. Currently the minimum valid rate is basically $24 / day, which seems pretty high to me for some types of equipment.

My particular problem would be solved by #631358: Add daily and weekly rate - I really just need to be able to set low daily rates. But I suspect people might want fractional hourly rates nonetheless.

Thanks for the feedback. We are obviously skewed by our needs and this makes sense. I will make this change. If there aren't any issues, I'll commit it to the dev version today. We are trying to tighten up all the new features in dev and roll a new release by the end of the week.
