It's interesting for us Vietnamese to have a place to contribute translation, and l.d.o is a great place to avoid issues like #780752: Vietnamese translation.
I'll notice the concerned persons about this issue.
So far, the only users who can ask to create the translation group for a language for which there is already a translation project is the maintainer of the translation project. The reason of this is to avoid to duplicate the effort done in another place; that is the reason to ask the questions reported in comment #1, and #2.
I've sent @thanhhai a contact mail, since he might not follow the issues actively in the queue. To sumarize the situation as it stands:
- we have http://drupal.org/project/vi which does not look active but has a maintainer who is not participating here yet
- we have http://vietcoop.net/ whose maintainer offered to migrate to l.d.o (which is great)
So to create the l.d.o group, we either (a) convince @thanhhai to take the lead so we have the l.d.o and d.o projects maintained by the same person or (b) conclude that @thanhhai is inactive/not interested anymore and take over the d.o project to someone else, so we have the l.d.o and d.o projects maintained by the same person.
Thanks Gábor for writing me. I think it would be great if we have l.d.o created for Vietnamese language to avoid any duplicate efforts. I suppose we should open l.d.o first, then, we (thehong, jcisio and me) will discuss to merge existing translation efforts to l.d.o as well as who will continue to maintain the project.
I am who asked for listing vietcoop.net on http://drupal.org/project/l10n_server and we are lacking of maintainers to manage the website. It would be great if Vietnamese can be hosted on localize.drupal.org
I'm happy to set up the localize.drupal.org group right after you put vietcoop.net to rest and set up a message pointing people to localize.drupal.org. Ideally you'd start by importing the existing translations form there to localize.drupal.org to continue efforts painlessly.
Great, I've created the team at http://localize.drupal.org/languages/vi and made @thehong the initial owner / admin. You can add any number of other admins and manage group level permissions of people. (Also reassigned Vietnamese team to @thehong on d.o).
Please report issues as you find them! Your team members can now join and help import existing translations and work on more translations. Anybody can sign up for being a member of the team and they will be able to submit suggestions right away. The initial admin can change permissions of people signing up, widening their capabilities. See http://localize.drupal.org/node/616 for explanation on how. It is highly suggested to grant both moderation permissions to those who you also designate admins.

jcisio commentedI noticed them a month ago #828136: Merge with localize.drupal.org. No reply. Maybe they don't think they must give their voice. I'll give another try.
I'm currently hosting vietcoop.net (as per http://groups.drupal.org/node/64103#comment-222463). However I'll let thehong merge it into L.D.O.
BTW, is it possible open L.D.O first, and merge it later?

gábor hojtsyThe idea is we open the team with the same manager as the d.o project manager to ensure continuation of effort. Are people fine with that?
