I'm trying to find an easy way to create a pre-populated form that users could pick items (say from a drop down list), put in their email address, a captcha, and then hit submit and it would be submitted to me via email. Maybe some basic error correction built in, such as checking for an actual email address or something?

Any suggestion on a simple module? Or should using the Forms API be where I dive into?

You may create a custom CCK content type for your form (or webform module) and combine it with the rules and actions:

You can define custom actions to send email or perform certain validation before sending email.
