Checkbox "Do not allow ImageCache images to be resized" would be good addition. Sometimes I create advanced ImageCache profiles that should not be resized under any circumstances (rounded corners with specific radius or pixel font overlay f. ex.). This feature would check if image is from ImageCache profile (maybe checkboxes with profile names?) and if it is, it would leave it with exact dimensions on new content as well on edits (error message with explanation why image was not resized). But other options still should apply, like rel values for lightboxes etc.

quicksketchMost likely what you want is this setting provided by your WYSIWYG, not Image Resize Filter.

henrijs.seso commentedindeed it could be true, but i was thinking if there is one filter that deals with image resizing, setting should be there. Should I move this over to WYSIWYG? Maybe there is such filter that i missed?

quicksketchKeep in mind that filters (such as this one) have absolutely no control of WYSIWYGs, so if you're looking for such an option, you should find a solution for the editor that you're using.
