"Jump to most recent comment" broken on issues with > 300 comments

#284392: db_rewrite_sql causing issues with DISTINCT has over 300 comments. Trying to go directly to comments after 300, for instance http://drupal.org/node/284392#comment-2331390 is a pain.

I haven't been involved in many discussions with > 300 comments on here -- any reason why the limit can't just go away?

And now that I've got your ear, feel free to comment on the aforementioned #284392: db_rewrite_sql causing issues with DISTINCT.
