How to get a different template in a block

I am a user not a developer so pardon the lingo mistakes.

This site has one template (note banner image and orange bar )

What I want is for the below site to have a different banner and orange bar. I have created a block so I get different menus but can not figure out how to change the orange bar and banner, since that is "hard coded" in the template.

I have talked our Drupal administrator and he did not know how to do it. I have looked around the support forms and nothing is jumping out at me. Is this because it is not possible??

There's very little that's not possible with drupal. Are they in fact 2 different drupal sites? Are they sharing the same theme? Different themes? We'll much more detail in order to be able to give you the proper suggestion.
