The 'all' name would really clear all content sets.

See Migrate module workflow refactoring - I'm thinking instead of a pseudo-content set name, simple clear (or import) all content sets when no specific one is provided.

Seems a bit risky to kickoff a huge migration in the case of omisson. How about adding an option for --all. When that is present, we migrate all content sets regardless of any argument.
